The AVP, Risk Management is responsible to provide leadership within the MedStar system for all aspects of claims management, risk financing, as well as claims and loss prevention. This includes, but is not limited to, managing and coordinating pre-claim and claim information flow and an efficient and proactive claims management process; maintaining consistency in claims handling; supervising claims investigations and participating in claims evaluation and reserve analysis; interfacing with the legal department; participating in settlement or defense of claims; and analyzing risk management and claims data to support the best in class strategic risk management vision. This vision includes implementing pre-claim intervention strategies designed to prevent claims and minimize losses; developing pro-active educational programs; working closely with all MedStar hospitals to continue to improve upon initiatives to decrease risk and fortify a system-wide culture of patient safety, and working proactively with legislators and regulators on tort reform.

RESPONSIBILITIES: Lead a claim management program for the MedStar system, which is oriented to prevention and incorporates a broader platform in claims, risk management, patient safety, and quality of care data that is integrated and provides information and direction for minimization of claims; Create common management information reports across the system that reflect major issues, trends, and information which supports individual hospital efforts to reduce risk; develop communication programs and educational efforts for clinical professionals and hospital staff to support efforts; Provide leadership within the MedStar system for all aspects of identification, management, and successful resolution of claims involving medical professional liability and corporate general liability; Oversee the Third Party Administrator (TPA) retained by MedStar to administer its workers compensation claims management program in a timely manner; Participate in the oversight of MedStar's employment practices liability claims program; Provide policy direction and overall support to the MedStar insurance managers for any claims relating to MedStar's property insurance, automobile insurance or other casualty or liability insurance in place to protect the interests of MedStar; Manage all aspects of claims management activities as they financially impact MedStar's captive insurance company, Greenspring Financial Insurance Limited (GFIL) including, but not limited to, establishing and maintaining a sound claims reserving program that insures that MedStar's liability exposure related to these claims is timely and adequately recognized and recorded; attend Board meetings and provide regular reports; Develop and maintain ongoing positive relationships with insurers, attorneys, mediators, legislators, State Compensation Board, and other constituents; take a leadership role in broader tort reform efforts both locally and nationally; Work closely with the MedStar VP, Risk Management to manage all financial aspects of the MedStar workers compensation claims program including, but not limited to, establishing and maintaining a sound claims reserving program that insures that MedStar's workers compensation liability exposure is timely and adequately recognized and recorded; Supervise and direct the MedStar Health Risk Management Program's claims management staff, including the claims managers in DC and MD; Maintain a strong positive working relationship with all other MedStar Risk Management Program personnel, including the system Director of Risk Management and the Insurance Manager;

CANDIDATE QUALIFICATIONS: Bachelor's degree required. Master's degree preferred; Eight or more years of progressively responsible experience in claims and risk management preferably in a hospital environment. Medical malpractice experience desired; Ability to foster teamwork and collaboration; Ability to quickly identify, analyze and evaluate problems and recommend solutions; A professional whose credibility and expertise can gain immediate acceptance and respect; Solid judgment, conceptual and anticipatory skills with a proven ability to think outside the box and be flexible in order to meet business challenges; Mature and seasoned with realistic, high performance expectations; Outstanding oral and written communication skills, including presentation presence; Unquestioned integrity and ethics.
